The consultation included proposed rules to control the placement and content of gambling advertising. It responds to the coming into force of the Gambling Act 2005. The Act provided greater scope for operators to advertise, in particular on TV. This created the need for dedicated rules to ensure gambling advertising is responsible.

CAP adopted new rules including protections for children and young people with restrictions on the placement of ads and their likely appeal. Other rules prohibit irresponsible approaches, such as exploiting individuals' insecurities. Depictions that encourage problem gambling behaviours, such as solitary gambling, are also banned.
